DSHS Plan to relocate Western State Mental Patients Throughout Lakewood/Oakbrook

If you live in or near Lakewood’s Oakbrook Neighborhood, please take a moment to read through the following and consider passing it along to others friends and family who live in Oakbrook and Lakewood.

WHAT’S GOING ON?
The Department of Social and Health Services (DSHS) is about to move on a proposed rule which will make it easier to relocate Western State Hospital patients into many of the Adult Family Homes located throughout the City of Lakewood.

Consider:
· There are currently 57 “Adult Family Homes” located in Lakewood
· 25 of these homes (44% of Lakewood’s facilities!) are located in the Oakbrook Neighborhood alone. Do you live near one? See the address-list at the bottom of this email…

THE PROPOSED RULES – Why should you care?

Here are a few excerpts:

"The statute allows for existing Adult Family Homes, nursing homes, and assisted living facilities who convert to enhanced services facilities to be deemed to meet the applicable state and local rules, regulations, permits, and code requirements."



“These enhanced services facilities will admit residents who:
1. Have two or more of the following:
a. Intrusive behaviors that put residents or staff at risk;
b. Aggressive, threatening, or assaultive behaviors that create a risk to the health or safety of other residents or staff, or a significant risk to property and these behaviors are frequent or difficult to manage;
c. A history of offenses against a person or felony offenses that created substantial damage to property;
d. Self-endangering behaviors that are frequent or difficult to manage;
e. A history of frequent or protracted mental health hospitalizations;
f. Complex medication needs which include psychotropic medications; and/or
g. A history of or likelihood of unsuccessful placements in either a licensed facility or other state facility or a history of rejected applications for admission to other licensed facilities based on the resident's behaviors, history, or security needs.
2. Have any of the following:
a. A mental disorder, chemical dependency disorder, or both; or
b. An organic or traumatic brain injury
3. A cognitive impairment that results in symptoms or behaviors requiring Require:
a. Daily care by or under the supervision of a mental health professional, chemical dependency professional, or nurse; or
b. Assistance with three or more activities of daily living; and
c. Supervision and facility services; and
4. Are at least eighteen years old”

"Residents will be in a less-restrictive environment and will receive recommended services including mental health and chemical dependency services, along with having their care needs met. ...Placing residents in enhanced services facilities will potentially open up beds in the state hospitals for individuals who are in the need of active mental health treatment."

2. DSHS (http://www.dshs.wa.gov) will be holding a hearing in Olympia at 10am on March 11, 2014 to discuss these new rules. Please consider attending and making your voice heard!
